The SPA MSU Annual International Conference provides a forum to encourage the exchange of information and developments in the theory and practice of public administration and public policy. The Conference addresses experts, scholars and practitioners working in the fields of public administration, public service, governance and management in Russia and all over the world. The Conference will be structured into opening and closing plenary sessions, working sessions on the main topics, specialized panel discussions, forums, meetings and round tables running in parallel. Papers are invited for the main conference theme or all other themes announced for the conference.

Workshops (major sections):
1. Public administration in the environment of a global financial crisis.
2. Political and administrative regimes and governing a contemporary state.
3. Regional governance and local self-administration: innovative practices.
4. Human resources management in the crisis environment.
5. Communication technologies in management and administration.

Round tables:
1. Bankruptcy as an institution for the regulation of market processes.
2. Crisis management.
3. Social standards in the contemporary social policy of Russia.
4. Public property management in the contemporary environment.
5. Natural resources management in the transition to sustainable development.
6. Simulation models and games in complex systems management.

Forum of the deans and heads of public administration educational institutions “Teaching and training administrative and managerial personnel in the contemporary environment”.

Panel discussions:
1. Global crisis and forming a contemporary model of market economy.
2. Public administration reform in Russia: results and prospects.

Languages: Russian and English (interpretation will be provided).

All foreign participants who need a visa support from SPA MSU are kindly required to register for the conference and e-mail the visa support application forms and scanned copies of their foreign passport by March 1, 2009.
All participants are kindly requested to take care of their own hotel reservations in Moscow.
