Borshcheuskiy G.A. Comparative analysis of the central bodies of state administration of the USSR and RSFSR in the mid-1980s.

The article presents the results of a comparative study of the Soviet government bodies, acting at the union and republican level in the mid-1980s. The author’s hypothesis is based on the possibility of comparing these bodies using quantitative data. The methodology of comparative analysis is based on a study of the institutional and legal framework for the ministries and departments of the Soviet period, their functioning and interaction. The data on the number government bodies and their functions were identified from the archival sources. The available data on the number of civil servants and their pay level was refined using the same sources. The interpretation of the empirical data revealed that the main characteristics of the Russian governing bodies resembled similar Union bodies in the mid-1980s, but the Russian government was considerably smaller than the Union apparatus. The author suggests a method for classification of government bodies on a sectoral basis, which allows to compare the different features of the functioning of public administration systems. It was found that the headquarters of state authorities of the RSFSR performed, on average, more public functions with a lower number of employees compared to the Union bodies. The author also proves that the level of payment of civil servants in the Union and in the Russian state authorities were comparable. The lack of correlation between the amount of government functions and the average pay level of public employees indicates the unrealized potential to improve the efficiency of the Soviet state apparatus. The author uses the results of the research presented in the article to identify common patterns and use them to predict the processes in the state apparatus.
