Rozanova N.N. Improving the process of reputation management authorities at the regional level

The formation of positive reputation of the government is important for maintaining effective control over society. The existing negative perception of the government is one of the main obstacles in the way of public recognition of the government and of constructive civil dialogue. The problem of government’s reputation becomes especially important on the regional and local levels, where the interaction between the public and the governing bodies is the closest. The creation of an independent, self-contained reputation management framework, based on scientific principles and applied research, is necessary.

The author offers an algorithm designed to improve reputation management for the regional governments. The algorithm includes several stages. The first is the target orientation (developing an understanding by both the government and the population of the need for purposeful formation of government’s reputation); reputation research (includes three stages: the assessment of subjective perception of government’s reputation by the population and the government itself, the analysis of objective indicators of reputation; the definition of a problem field in government’s reputation and the development of a uniform ideological and semantic concept of formation of positive reputation for the government); reputation planning and programming; implementation of the reputation program; monitoring the implementation of the program and evaluating its efficiency. The author also defines the concepts of «image» and «reputation» more accurately, taking into account contemporary sociological research, and determines the internal structure and different types of «reputation».

Practical realization of this algorithm will allow to optimize an existing system of regional government’s reputation control, to make it more purposeful, complex, socially focused.
